Sweden's international Security Sector Reform (SSR) efforts are carried out jointly by several actors and authorities. The National strategy for Swedish participation in international peace-support and security-building operations is an important base for these efforts.
In order to establish this strategy, the Government Offices created an interministerial Steering Committee for SSR with representatives from the Ministries of Foreign Affairs, Justice and Defense. At an agency level, a National Contact Group for SSR was established composed by members from the National Defence College, the Swedish Armed Forces, the National Criminal Police, the National Police Board, Sida, and the Folke Bernadotte Academy. The group has the task to implement the Swedish SSR strategy. The Folke Bernadotte Academy acts as a focal point for the coordination of the group's joint work.
The Contact Group aims to develop the SSR knowledge and capacity of Swedish official institutions through mutual exchange of information, working methods as well as concrete operations. The Contact Group also has the task to assist the Government Offices in assessing SSR issues. In this work, institutions who are not permanent members of the group often participate.
Beyond this, there is also a network of authorities and institutions which meet a few times a year to consult on their respective SSR activities. This group is also coordinated by the FBA.
