Publications on SSR

The Folke Bernadotte Academy recently published two documents on Security Sector Reform (SSR).

SSR Assessment tool kit

As SSR has become an increasingly important factor in international programs for development assistance, security cooperation and the promotion of democracy, there has also been a growing need of a framework in order to facilitate analysis, monitoring and evaluation of SSR activities.

The Swedish National Contact Group on SSR has developed a SSR Assessment tool kit based on international standards, in order to facilitate the practical aspects of SSR assessment.

The National Contact Group consists of representatives from the Folke Bernadotte Academy, the Swedish International Cooperation Agency (Sida), the Swedish National Defence College, the Swedish National Police and the Swedish Armed Forces.

This is the first edition of the document and we encourage feedback on the material in order to develop and improve future editions.

The framework consists of three parts; a main document with two inserts, which can be found under documents on the right.

Informal actors and security sector reform in Liberia

Ana Kantor and Mariam Persson have written a report exploring and describing informal security providers in Liberia, a country that at the moment is undergoing security sector reforms: Understanding Vigilantism - Informal Security Providers and Security Sector Reform in Liberia. The report was written in dialogue with the Folke Bernadotte Acadmy and the Swedish National Defence College.
